Don't bother.

The velocity of the two rounds is virtually identical. The 9x21 wasn't created to be more powerful, but to bypass laws in countries that restricted the ownership of firearms in "military" calibers.

Yes, in the U.S. target shooters load it hotter to make "Major Power" ranking - but those are handloads.
