I'm going to go with the 6.5 idea. I like it! Keeping it in an AR platform is a plus. I have my 556 and an mpx which is AR platform.

Sub 1/4 MOA? Man, that's gonna be a pricey package no matter what you settle on!

Maybe look at some of the more prominent precision rifle folks like Surgeon and GA Precision?
And yes

I'm having a 6.5×47 Lapua being built, I've seen them do well under 1 moa
They're expensive but it recoil like .223 and can be shot to 1400 and will blow a .308 away.
You'll have to have it custom built but that's what you want right? I REALLY accurate rifle.

The main things a bolt has over a semi is a much shorter lock time, a more rigid action, no gas system hanging off the barrel screwing with its harmonics, the ability to have a much nicer trigger, and they play nicer with silencers.
