Depends on what his strategy might include from Nov 7th to Jan 19th. The EPA has already stated that it is already gearing up on passing many new regulations particularly in the coal industry that they say they hope will be hard to undo.
I would suspect the small arms treaty and others with the UN he might sign could be a factor, and most likely many items we do not know about.
He has put in place so many presidential executive orders (Over 100 at last count I saw) including one that Congress can not address any of them for at least 180 days afterwards that unfortunately puts him in a position that he can do most anything he would like.
