Cayenne pepper has worked for me in the past but you have to keep reapplying it.
I've also heard that dogs dig (and bark) because they can't see on the other side of their enclosure. I don't know if I buy it but there are several yards around here with little "peekaboo" holes cut in them. The dogs in this neighborhood still bark incessantly though ... Only really bad digger is the Lab that lives in the rental just north of us. If our yard wasn't bordered by an edge of concrete (previous owner of my house had a concrete fetish of some kind) he'd be in our yard more than in his, I'm sure ...
The little mutt that followed Nero and me home from the lake likes to dig in the middle of his and Nero's enclosure but not along the fence line. Now whether that is because it is where he and Nero have run a path bare of grass along the fence line or not I do not know. He has a couple of little platforms he can get up on to watch the chickens and the "backyard cat" so maybe that deters his digging some since he can see what is going on outside the pen they are in.
