One thing I have missed, what was the person doing the shootings mental state when he shot the other gentleman. Once you have to shoot someone, especially for the first time you will react in ways you did not expect. Even the best trained, it is a experience that will change you for ever. some do not remember exactly what happend. May the lord watch over all involved.

You described shooting a thug that was "handcuffed", when the thug in question was not handcuffed.(yes, I know you were simply creating a strawman, but perhaps sticking to facts might be helpful) I'm not sure what you call that where you live, I thought "inflammatory" was being generous.
It was an analogy, not a strawman. Just illustrating that an unconscious or secured handcuffed thug is not a threat & therefore shooting him is murder. If you don’t like the handcuff analogy pick another theoretical scenario where a thug is incapacitated.

Lets say you're being mugged by some asswipe with a knife or gun, and you somehow get the upper hand and beat the guy unconscious. As he's laying there on the sidewalk unconscious and bleeding, you walk over to your parked car, grab your pistola and walk back over to the bad guy and then send a 124 grn projectile thru the asswipe's forehead. How do you think the law is going to see that?
My guess is you're going to have an experience very similar to Jerome's. The good news is you're going to get 3 nutritious meals a day and have a place to sleep for the rest of your life.
I doubt the guy is a flight risk, but he might very well be a suicide risk.
I'm not sure what bond is appropriate for someone accused of murder 1. You?
