Is there a tape that will stay stuck inside a concrete tornado shelter?

Not sure what type of wire you want to adhere to the concrete walls. One thought would be to get a tube of liquid nails. Run your wire where you want and temporarily adhere it with duct tape. Then in appropriate places put a little dollop of liquid nails over the wire onto the concrete wall. Humidity and temps won't make it come off. Peal the tape off once dried.

I like Flex Tape. I use it on my boat cover when it ripped. Pretty good stuff.

But I bet the liquid nail or 3M products would be better for your needs.

Screw on some wire mold for the wiring.

Home Depot and Lowes has it. https://www.legrand.us/wiremold

You can get it in metal and plastic. The plastic has the 3M peel off stiky stuffy on the back. or you can use drill screws.
