To be honest, they're probably 80/20. 80% of them are trying to do the right thing, while the 20% who are unreasonable zealots make the entire agency look bad.

And those 20% are the ones in charge.

No matter how many are trying to do the right thing, a single unreasonable zealot at the top establishes the direction for the entire agency - and the one at the top is a political appointee.

Coal isn't going away any time soon.
But the EPA Obama political decisions he made will still increase the cost of electricity exponentially as scrubbers, and other restrictions are introduced.
The consumer will pay for the modifications. The company's just have to install them.
