I have but it was when I was a kid so I don't remember much about it, except there were a lot of people at the lake that weekend and I didn't hear a single person complaining about "having" to eat horse ... I would think that if I hadn't cared for it (or it had been really, really good) I would be more inclined to have remembered the experience.
Anyone who has eaten Burger King in recent history has eaten horse meat.
I ate it in Italy. Very common in Europe.
