It just means that the bill exists.

The actual agenda is what matters and is kept secret.

This ^^. The Senate does not publish the agenda like the House does. Even then, just because something is on the House agenda does not mean it will be brought up that day, just that is is able to be brought up. To date, none of the Senate bills that passed the House Public Safety Committee are on the agenda.

OK, HR 2522 is in the Senate, ready to go to the floor for any possible amendments. Whether it will make it to the floor is anyone's guess.

HR 2522 will require a certificate of training - not a license - to open carry. From what I understand, your CHL will qualify as that certificate of training. This bill also will allow open carry on your own property without any license or certificate.

SB 1733, the other version, for some reason unbeknown to me is being held up on the floor in the House.

My best guess and that of some others is that all these bills(there are three altogether) might go to a conference committee and be rolled up into one bill. Whether that's good or bad depends upon whomever is selected from the House and the Senate to populate such committee. No one will be selected for that committee only if and not until such a committee is called for.

Of course, none of this would be a problem if we simply adopted Constitution Carry - the best solution - or if the legislature at the least followed the legislative process proscribed in the Oklahoma Constitution, Article V, Section 34:


SECTION V-34 Reading and passage of bills - Yeas and nays entered on journal.

Every bill shall be read on three different days in each House, and no bill shall become a law unless, on its final passage, it be read at length, and no law shall be passed unless upon a vote of a majority of all the members elected to each House in favor of such law; and the question, upon final passage, shall be taken upon its last reading, and the yeas and nays shall be entered upon the journal.​

Ok so what I have found out so far is the bill is out of committee anf is looking for people to sign on for support. Clark jolly has said he will support it and I will be calling Sen. Treat to see if The Pirates Republic can assist him further to get it voted on before its mired down by all the other bills rushing to get heard. Send thar be a couple of naysayers that we lil be speaking with to help get the bill passed and on the Governor desk for signing. I would ask if any are interested as we are to see this bill to fruition then call Sen. Treat and see what you can do to move it along.

The text of the bill says otherwise. The text of the bill specifies a separate document issued by the instructor at the instructor's personal discretion that states that "the undersigned has been instructed and understands the open carry laws of Oklahoma...". The bill has no provision for open carry without this document on your own private property.

Veggie, you might be right. Trying to keep track of all the moves gets rather confusing. There is something out there that will allow open carry on your property with no permit, certificate, or license as well as this open carry bill.

No kidding.

But like you said, if our legislators would follow the Oklahoma Constitution, we wouldn't have this problem. But why should elected officials follow a document that their constituents would rather them ignore when inconvenient?

SB1733 has the open carry with no permit on your own property. Also, the Floor Substitute (amendment 1) to HB2522 would allow open carry without a permit on your own property.
