You have to remove the funding. Without funding, the supply chain cannot function and the insurgency falls apart. So far the funding remains in place although it's illegal.
Trump has left the states like Oregon and Washington State to destroy themselves within hoping for a biden win to get the money to rebuild their infrastructure they allowed to be destroyed. Trump has refused to allow funding for those states that allowed the destruction of their cities that pelosi is demanding.
In states that asked for help, he sent in Federal Marshals that put the insurrection down in short periods of time.
If states/cities want to continue down the rabbit hole to internal destruction, I say let them. When the citizens get enough they will institute their own insurrection in a recall election, take back their city's and have law and order reinforced.
There are two ways to have an insurrection. One is through violence and the other is through taking down elected officials legally and replacing them with people that wish to serve those that elect them.
When your allowed to own land/infrastructure you become the political voice.
One only has to reference the Vancouver British Columbia area where land is sold by the square foot now because the wealthy chinese are buying up all the properties in that area. The Chinese economy was so big the rich of that country had to strike out to different country's to buy land with the money they had. The city is ran with chinese interests forefront because they control the money.

One should really, really look at Europe from 1918-1939. The first World War did not end in 1918 for a lot of folks, there were plenty of armies still killing the crap out of each other, and of non-combatants in the years following Armistice.
Tribal/racial loyalties colliding with colonial "authority", and communism spreading, coming up against loyal nationalists. It was not "one side versus the other", it was "who is our enemy/ally this week", and that finally got sifted down into communist versus nationalist, as small states/communities really got left with making a choice.
In our situation, it will probably be similar, with Antifa/BLM communists on one side, "Patriots" on another. There likely will be other groups with different interests fighting everyone at one time or another. The "Patriots" will likely choose the law and order side, thinking it's the "good" side. The State will use this opportunity to crush opposition and create more power for itself.
I'm not a visionary, and I don't hate America, but this scenario has been played out a time or two before, and folks that think we are exempt from these things are lying to themselves. We do not even have leaders on the "good" side that I'd consider patriots...it's a circus.
Of course it's Satan's work, and good Christians will be spared the horrors of all the coming events, just like they were spared in 1942-1946. Just pray, and have faith. It'll all work out according to His will in the end.
