ratio of licensed to unlicensed drivers has fallen for 30 years straight. your argument of increased regulations is moot; more people merely aren't even following the law yet we still have "less" traffic accidents.

why?
It’s not moot. My statement was accurate. You chose a new set of numbers when you discovered you were wrong (suddenly adding a 30 year caveat). Even so, regulations aren’t just on drivers, but also manufacturers and sellers.

Additional regulations can be seen as: seat belts, turn signals, airbags, traffic signals, speed limits, divider lines on roadways, improved road contritions, etc.

It is almost as if you pay close attention to what the problems are and have intelligent people formulating solutions, you can reduce needless death rates substantially.

Here, but occasionally There.
Let's not forget the people that can't seem to turn into the correct lane when turning left or right at an intersection. I was going to turn left onto Council this afternoon. One car in front of me was turning left as well, and a car on the opposite side of the intersection was also turning left. All of us were using turn signals.

So then this lady in the right hand lane opposite of us pulls up to the intersection and stops. I'm generally pretty good at reading people's intentions and she didn't surprise me, She pulled forward to turn and immediately went into the left lane where I would have been turning. Because I read her pretty well, I had slowed my progress of turning left.

No doubt! May as well not even require drivers' licenses or registration any more given the examples of poor driving one might find. No need to enforce standards for the roads for these death causing vehicles!
