Did the AFT change NFA Trusts?

I have read about the proposed rule change (27 CFR 479) where form 1 & 4's would require CLO to sign even in a trust. Did this rule go active in January of 2015 as proposed?

I've looked around, but I can't seem any additional mention of it aside for reading outside of this site. Thought I'd ask those who play with NFA toys.

First I've heard of this...
Now they can do like they did to dealers' banks and card processors. ("Operation Choke Point") and advise local CLEO's not to sign.

As of November 2014 the ATF can advise CLEOS all they want, in Oklahoma they must sign the form within 15 days if the person is not otherwise prohibited from owning firearms.

2461 requires that a chief law enforcement officer (CLEO) sign an application for the transfer of any item regulated under the National Firearms Act (NFA) within fifteen days if the applicant is not prohibited by law from receiving it. These reforms benefit law-abiding Oklahomans by ensuring that the process to obtain NFA items already legal in Oklahoma remains consistent, fact-based and objective.

I remember reading about OK 2461 being proposed, but I didn't realized it was voted in to law. The moral of the story is to get your trust done sooner than later. I'm on the fence if I want that type of responsiblity and paperwork.
