In short, anyone who is unable to manage their expenses for themselves would be prohibited from owning a firearm.

So, what is the determination for this? You turn your finances over to a financial advisor when you retire? You miss a house payment? Bounce a check?

First those receiving VA benefits, now everyone else. Funny (not) how they sneak it in a little at a time, huh? Personally I think Mr. O himself probably qualifies under the "marked subnormal intelligence" category.
