Apparently this is a new trend. Going to local government meetings and making ridiculous demands, as a way to meme and troll the wokerati. It's a time waster, but it's that many fewer minutes some actual woke idiot will get on the mic.

It’s a joke. Notice how he uses all the most extreme woke lingo. Even calling for abortions up to one year later in case the baby ugly. I laughed pretty hard.
