That is what it looks like.
Here's a YT video on Cooey rifles, tried to get the right point for the .22 repeater.

The knob does look Winchesterish, but if it's a Winchester, it'll be plainly marked.

That's my best guess. The lifter design sure is unique and the Cooey is the only one I know of like that. I'm not near my reference books right now and it'll be a week or so before I can get back to them.
