they could, but honestly a lot of systems are incredibly outdated. ftf transactions are at the end of day relatively difficult to track en masse. i mean....we're here, right?
meanwhile, literally stating "i disagree with this because i have it!" seems like a bad idea to me.
the difference being, in your instance, they at least have to put in the man hours and effort to track someone down. even a transaction from a brick and mortar if paid in cash could be difficult to trace. if you met someone from a local ad, even harder.
you also might be surprised at the lack of information, or rather, being a single blade of grass amongst the yard.
