Well, it is possible that a DHS replacement could be as badly run as the current DHS is but I don't think that it is likely.

However, under a revamped system one could at least know who to hold responsible, under the current system no one is held accountable and DHS primarily operates to perpetuate its own existence - occasionally doing good, often being unresponsive, and sometimes simply trampling the rights of families and individuals. I respectfully suggest that a "house cleaning" is in order followed by a new organization whose authority flows from the State House through the Governor's office - all clearly traceable with elected officials held accountable if their appointees fail.

SQ765 would direct dis-establishment of the current DHS and authorizes the Legislature to establish a new organization to take on DHS' responsibilities. The Legislature would have to ensure a design that enshrines accountability.
