I have eaten raw minnows and goldfish but never cooked them.
I seen some advertisement on sardines and thought about a couple years ago at Eufaula lake coming in at night from fishing and the millions of these minnows jumping around the boat for over a mile of travel.

HHHMMM lets see what Google shows up.
Found this

Then seen this on the larger bait fish.

Next time I am surrounded by millions of these tough minnows I will try some fried.

Don't even need to bread them. Just fry or dry and salt. They turn into dust once you start chewing them.

A lot of cultures around the world eat small fish, or what is called minnows. Most ferment them into a dipping sauce of sorts.
We have eaten sardines and such in the US for many years which is a good bait fish for catching other fish.
Anchovies on our pizza and a key ingredient in lots of our foods and sauces as a substitute for salt.
Head Country BBQ sauce used it as well as Worcestershire sauce.
I wouldn't have an issue eating deep fried minnows.
