Whatever you choose, I would make sure the rifle can be upgraded/improved as your abilities improve. It would suck to sink that money into a rifle that has little to no room for improvment by either replacing the stock/barrel and/or having a gunsmith work on it. That is unless you are just planning on getting rid of it when you can afford a better one.

All the rifles so far mentioned should be capable of surpassing that accuracy requirement. About any new manufacture bolt gun ought to do better than 1 MOA.

It would be nice to get a rifle in one of those calibers you already have mil-surp ammo stocked up for, so you can practice cheaper. A rifle in any of those calibers you mentioned ought to be fine for an urban sniper course... urban sniping is generally shorter range, with more emphasis on precise placement within the target (hits in the dead zone at 300 yards, etc.)

You really can't go wrong with a Stevens in .308.
