Savage 10FP in .308 or a Remmy SPS LTR in .308 and you will still have enough money to get a Burris 3-12 XTR mil/mil scope. Both of the above rifles are 20" barrels which greatly reduce barrel whip and are much easier to handle in an urban enviroment.

Caliber doesn't really matter since most of my rifles are milsurp I will have to stock up on ammo anyways. I would like to try and get either .223, .308, or 30-06. I will be using it for deer and an urban sniper course I will be taking in a few months so I want something that's going to work for that. For the class it needs to hold 1 inch at 100 yards at least. My budget is going to be around $500 for just the gun and I really would like to stay around $1,000 for the entire setup (stockpack, bipod, scope, and dragbag). Would the new savage edge be worth looking into? What kind of accuracy is the Stevens capable of?

I would go with this in your price range. 1 MOA, for another $500 you can pick up a good Nikon, Bushnell or even a 3x9 Leupold.

All kinds of upgrades that you could do later, but in the meantime, it will probably outshoot you. Great rifles, common caliber, plenty for what you are wanting it for. Had mine for a couple of years and love it. Have not found many people that have them that were not happy with them.

That is close to your total. You could use a Burris base, and save the money to use for a Bipod. As far as a drag bag, Midway has a shooting mat for around $30. If you need an actual drag bag, expect another $100. If you go with the above, with the Burris base, bipod, and drag bag, you are looking at around $1050 to $1100. I agree with akguy1985 I have 3 Remington 700s one in 30-06 one in .308 and one in 300 win mag all shoot within 3/4 to 1 inch at 100 yards I've owned a couple savages they are great too but I would recommend the Remington 700 all day

Plus all the savage barrels will fit it.
