It doesn't completely overturn McGirt, but it does give some control back to the state for prosecution of certain crimes on tribal land.

This isn't a new law that has some start date. A Supreme Court ruling can go into effect immediately like the state abortion laws that had triggers which made them active once the decision was rendered. The state can now start arresting and prosecuting criminals that follow the guidelines of the ruling.
