So... when will the M40s and M-16 parts kits be available at the CMP?

Dream on. The Armed Forces will hang onto that stuff for decades - look how long it took for M1 Garand parts to hit the surplus market in quantity after the AF switched first to the M14, then the M16. Fifteen, twenty years?

More importantly, ATF takes the philosophy of "once a machine gun, always a machine gun." They couldn't be sold, no matter how many parts were replaced.
