NICS fees? FFL Dealers?

We have FFLs in Lawton who run the gamut - some charge $10.00 per transfer like our own OSA member Ratski and some charge 10%, that's right so, except for Hi-points and Saturday night specials that means $30.00 and up for transfers. However, I have never even heard of an FFL charging both a transfer fee and a "NICS" fee.

I bought a 10/22 and had it sent to an FFL that I hadn't used before, and couldn't notify beforehand. When I finally got ahold of him he told me his fee was $50. I never argued about it but I damn sure ain't using him again.
