2. Multiply by 3.
3. Add 3.

The math works out so any number you pick the answer before you add the two digits is a multiple of 9. 09, 18, 27, ... It will always add to 9.

Doesn't work if you pick 10. Any other number you pick should give you 9 if you add up all the numbers in the result.
