Robins egg finish removal

I found a used Ruger SR1911 lightweight commander in 9mm but the frame is finished in Robin Egg Blue.

How can I remove the finish?

Does that guy Butch use still do cerakote? Couldn’t he sandblast it and re cerakote it to your color of liking.
