I don't know if the shirt/shoes thing is a health code issue or what.
I will say that after a long party weekend at the Lower Illinois River, we caravan'd through Tulsa stopping at the Hooters at 61st and Memorial for lunch. Guy employee held the door open for our crowd to enter and one of the ladies commented on the no shirt, no shoes, no service sign, saying it never says no pants.
The guy that turned out to be the manager laughed and said if she had the guts to come in with no pants she would get served. LOL
