Ok, sorry...

How about asking the oil field company to get out there with a pump set and drain the swamp they created?

Because I'm not sure if the landowner wanted that pond as a watering hole for his cattle. That would explain the tin horns being placed in the top of the road dam instead of in the creek channel.

Or maybe the lack of common sense in the oil field...

Get the pond stocked with fish - bluegill, bass the usual kinds. They'll gobble up the larvae. Mosquito larvae are quite vulnerable as they hang off the surface tension layer.

Still this is going to take some time so in the short term you may need something else - Bacillus thuringiensis (BT)? A thin layer of mineral oil? A public health or mosquito authority's advice is needed. Also see http://www.epa.gov/opp00001/health/mosquitoes/larvicides4mosquitoes.htm

What you need is a bat tower. Build it and they will come.
They could suffer from disillusion in this arid country, but what the hell do they expect?
Bat tower I say.

If you could market guano, this could be a plan.

Don't market it. Use it to make your own gunpowder.

Guano (from the Quechua 'wanu', via Spanish) is the excrement (feces and urine) of cave dwelling insectivorous bats, seabirds, and seals. Guano manure is an effective fertilizer and gunpowder ingredient due to its high levels of phosphorus and nitrogen and also its lack of odor.
