A pistol doesn't require registration, but the receiver must be sold as a pistol or a receiver. You cannot make a rifle lower into a pistol IIRC.

I'm not sure what the form 4473 said, but I got it from the FFL as a stripped lower.
On the topic of engraving SBRs: According to the ATF's NFA Handbook, section 7.4.2 (http://www.atf.gov/publications/download/p/atf-p-5320-8/atf-p-5320-8-chapter-7.pdf), your name/city/state can be engraved on the barrel instead of the receiver or frame as long as it's unobstructed from plain view. So could you engrave it on the barrel under a handguard with lots of holes in it so you could look into the handguard and read the engraving? It wouldn't really be any less "obstructed" than placing it next to the trigger on the bottom of the lower receiver.
