State land yes it's illegal. Not all municipal lands carry the same laws the state holds on their public lands.

I had the buck I have been hunting walk within 10 yards of me on Thursday evening. He stayed behind a tree and brush, which prevent me from taking a shot with my crossbow. Other than that event, a few does and a young 8 point hung around.

4 doe this evening, Scrapes have all been worked since the rain yesterday morning. Patterns are changing, does are changing patterns, heat sucks and is making things difficult.
