Take a section of cleaning rod from one of those cheap cleaning kits and put a .45 cal bronze brush on it. Attach other end of said cleaning rod to cordless drill. Pull bolt out, apply some solvent to chamber via patch then insert brush and drill away.
Sorry but it can be the lacquer which causes the "sticky bolt" and it is not a misconception. A quote from the 7.62x54r.net the forum strictly for the 91/30 Mosin Nagant rifle.

The steel case doesn't seal the chamber and fouling, including the lacquer, can cause a sticky bolt. There can be more than one cause for the sticky bolt but lacquer coating on cartridges can be one of them.
True, and you can clean carefully and get rid of the sticky bolt problem on some mosins. Then, go shoot a bunch of lacquer-covered ammo and the condition will probably return. Keep 'em clean.
The brass cased Albanian ammo is known for rims out of spec causing the bolt to be hard to close . Dirty chamber most likely . I have had trouble with opening the bolt and closing it on several different Nagants . The small orange dead blow hammer harbour freight sells is the perfect bolt manipulator .
