Bobbies for many, many years carried only nightsticks in Merry Olde England. England also once had a reputation for having law abiding citizens, citizens who may or may not have been influenced by laws in the Middle Ages that promised death for any felony offence. But, on the whole, the comparison is not at all valid. Amercian crimes rates vastly exceed those of England during the same period.

Let's face it, England lost a lot of criminals to the colonies. I believe that for every man who left GB for religious freedom, 3 others left one jump ahead of the law. The ones who got caught, were shipped to Australia.
