Nope. If it did, I wouldn't gripe about it. I asked liquor stores about it and they said it was not a state law. Walmart doesn't require ID unless you look like you're under 40, and that is store policy.I thought the last liquor laws passed required 100% ID no matter what the age?
New Mexico and other states do as well. Our new homeland store swipes your id before selling beer.
Another well-intentioned law that fails to accomplish what was intended and causes widespread annoyance as everyone jumps through the hoops. Ultimately our over abundance of laws leads to disrespect for the law in general. Lack of parenting is the root problem and you can't pass a law to replace good parenting.

I have no idea where they came up with the age limits. But I suspect they were based on whatever made a good sound-bite way back when. Main issue appears to have been the abdication of responsibility by individuals and expectation that laws could be a suitable substitute.
