Sure. About as consequential as any other light bulb.
If the Sheriff's Office is that concerned about a third brake light, merely sending an email would do the job just fine without all the drama.
no, you can be cited for it. Just like getting a ticket for a non working license plate light bulb. Failure to use signal when changing lanes. When making a left turn and turning into the far lane instead of the near lane.

If I were a cop I’d pull folks over if there was a reason to pull them over and while I had them stopped I’d be on the lookout for other issues. Just an educated guess but I’d say if there’s one reason to pull em over there may be another infraction or law being broken. Yessir if I were the law officer the only way folks could keep from being “investigated” by me would be for them to keep their automobile in operational condition so I couldn’t wiggle my way into looking further into finding more stuff to get em for.

Secret bunker in an undisclosed location.
A lot of back and forth about "what is" "what ought to be" and "what shouldn't be".
Sure, justified stop. should have been a simple "fix-it" ticket, run the plates and DL and send the young man on his way if no outstanding issues.

The deputies decided to turn it into a learning experience.

They learned better how to instigate a stop and search and exercise their drug dog under dubious circumstances.

The young man saw that the cops will obfuscate and make false statements to justify their fishing expedition and learned that the cops aren't trustworthy.

You're assuming it went down like the OP stated. You have only one side of the story. I know you don't like cops but you should at least consider there's another side to this. Especially since the OP is prone to embellishment...like the car was "torn apart".
