LEO wont or shouldn't run a VIN, tag or DL for ANYONE unless its related to an investigation. If they do, and its found out, they can be suspended and or fired. Unauthorized use is a huge no-no right now.
No LEO will do this. It's against their rules. To get a VIN check you have to have a reason. To get a VIN check per state you have to ask the query listing one state at a time.

You can go to the tag office and they’ve got a form that you can fill out to get it. It says something like you must be doing this for a legal or other legitimate reason but also included is “research”.
I had to do this when a Lincoln LS I sold a girl in OKC wasn’t registered until AFTER she blew through a bunch of toll gates on the turnpike “still in my name”. I got the bill. Not cool!
That little thing on the bottom of an OK title is critical. Have them sign it and pay the $5 on your end just to CYA. Lesson learned!
