I can tell you exactly how, or at least my strong theory. The US is the melting pot of the world. Many more nationalities migrating (legal or illegal) in and this country is no longer the grass root immigrants that it was 100 years ago, or even 50 years ago. So we have a MUCH larger population of those that came from a socialist backgrounds and they brought that mentality with them.
Transplants...They move in and try to change the new place to be what they like.
Just look at TX with those CA transplants moving in.
I can probably guess that you've not used the same systems that the OSBI uses. They use systems that most other LEO agencies in the state have never even heard about, let alone use.
