The first thing you would need to do is determine which silencer that you want. If you can locate a dealer in Oklahoma that has one in stock, it will save you time. You can buy one out of state but it will have to be transferred to an Oklahoma dealer and once it is received by that dealer you can began the process of your transfer.
As an individual you are not required to have a "class 3" license. The transfer from the dealer to you is completed on ATF form 4. It is a fairly simple process after you do the first on to see what is required.

    1. Complete ATF form 4 in duplicate. This will include your name and address, county etc. Also on the front of the form is the info on the item you want to transfer to you and then the dealers info is on the form. On the back of the form is where you list the reason you want to own the item, such as "all lawful purposes" etc. You will sign the form and then have the Chief law enforcement officer sign it. That can be the county sheriff, chief of police in your city, district attorney or district judge.
Also on the back of the form is a place that you will affix your picture on each form.

    2. Complete 2 of the FD258 fingerprint cards. These must have the ATFs ORI listed on them or it will just delay the process.

    3. Complete the certification of compliance form.

    4. Attach a check in the amount of $200.00 payable to BATFE.

Send it all in to the address at the top of the ATF form 4 and wait. Transfers are really dragging since Obama was elected due to so many transfers being submitted. Some bypass the need for fingerprints and the law enforcement signature by transferring the item to a trust or corporation. But lately ATF requires you to submit your complete articles of incorporation with each transfer. As to where they would just accept the certificate last year.

The best way to purchase is to find you a local NFA dealer that you like and purchase from their inventory if they have the item you like. It will save you a lot of time. If you purchase out of state and have it transferred to a local dealer you will have to pay them between $50.00-$100.00 usually for them to handle the transfer for you.

Mechanical Accuracy in Jones can do a good thread job for you. Steve is a very nice guy to talk to on the phone.

For a .308 can I'd look at the AAC Cyclone for a thread on or 762SD if you want QD.
