I don't think fescue creeps much like Bermuda. You pretty much had to seed fescue.

Also another thought. Sometimes soil under a tree can get acidic. Makes it tough for grass. I believe lime is added to remedy that. You can have it tested but just throwing some down with fescue or shade mix seed couldn't hurt. I think it's hard to over-lime soil.

Thanks for all the advice, we appriciate it ! Gonna try water water water and more water, probably test the soil just so we know and maybe the lime application! Ill let you guys know !

Update: took y'all's advice and have been watering heavily, grass is starting to grow and spread, the trees are ash trees and I understand they soak up a lot if water so were watering enough for both. Thanks for the advice !!!
