Government cannot require any activity related to ALL firearm transfers, without being able to follow through and monitor it after it was mandated...to monitor any activity, such as a background check, the government has to know that a transfer actually took place...in order to do that, government has to know who owns what....registration would be necessary for the government to be able to follow through and monitor....
