I'm listening to a podcast of Clark Howard from 2-21-12.
He's talking about electric cars and the road tax.
Since you don't buy gasoline you aren't paying road taxes (yet).
Guess who is against this?
The states and the feds (big surprise).
I think they have a point, you are avoiding (not necessarily intentionally) paying road taxes if you drive a 100% electric vehicle.

They are looking at supplementing road taxes with a mileage tax as another method of getting the money. Not just because of electric cars, but also because of more fuel efficient cars. They will try to legitimize it based on its fairness, when all they are trying to do is to continue to drive a change to people's driving habits. I believe they have already began investigating doing this in a trial study in Washington or Oregon.
