Reading the article it is a mystery about how the fire started. The two men were both retired professionals and were very safety conscious. To that point, he kept, (and used up) 4 fire extinguishers in his reloading shop.

Here’s a good article from Alliant about gun powders and proper storage. We all need a reminder once in awhile about good safety and storage practices. Especially now when it’s particularly tempting to stock up on quantities that are larger than we may normally be use to dealing with.

If they had 100 pounds of black powder they're gonna be in trouble.
You can only have 5 pounds in a residence. 100 pounds has to be in a magazine away from inhabited structures. BP is an explosive.
Smokeless is a propellant and you can have more of that. Fire Marshal will get them.

Whats the reference for that?

Each state is different but here's Florida's

(1) Black powder shall be stored in ICC-approved shipping containers.
(2) Black powder stored in a secured building in quantities not to exceed fifty pounds shall be kept in a wood box or cabinet having walls at least one inch nominal thickness. Said boxes or cabinets shall be kept securely locked except when necessarily opened for use by authorized persons. Such boxes or cabinets shall be provided with substantial handles to facilitate easy removal from building in event of an emergency, and shall be marked in accordance with paragraph 69A-2.007(8)(e), F.A.C.
(3) Black powder in excess of fifty pounds shall be stored in magazines constructed in accordance with rule 69A-2.007, F.A.C., and located in accordance with rule 69A-2.006, F.A.C.
