Yep. I don’t think it’s a regulation, it’s just the bank’s policy based on their risk tolerance. When I’ve had large deposits into my account, they’ve become available in staged rollouts, with a certain amount becoming available almost immediately, then a greater amount becoming available within a few business days, then the whole thing becoming available a little while later. I don’t remember the timeframes exactly, but it was explained in some kind of documentation I found on the bank’s Web site.

The last time i deposited a large check(in excess to 100k) the bank told me the funds would be available the next day after business hours.

I've had good luck with First Liberty, BOk, and NBC. They all seem to credit quickly. I don't recall anything same day, but when I transfer from one to another online, the deposit is there next day.
