The Channel 8 promo says, "How you can help police solve cold cases by giving your DNA..."

And what? Getting convicted? Ha ha. I guess crooks can be that stupid.

That's not exactly what's going on:

Tulsa Police Detective Margaret Loveall works homicide and missing persons cases. A new approach to solving cases this year is to take DNA swabs from fairgoers who are relatives of missing persons.

So if you're not interested in finding a missing family member, then there's no reason to even approach the booth.
