Problem Yard spot - Need some suggestions

I have a problem yard/lawn spot and I am looking for some suggestions. I have an area between my house and the neighbors were grass won't grow anymore, no significant sun, etc. Looking for suggestions on what to do to improve the area. I'd like to implement a $500.00 - $1000.00 improvement. I don't want to do stone/gravel since we store the trash can in the area and need to get it out easily. Pictures of the area below Ideas? I only have the same suggestions as above. I ended up putting fescue from TLC down on both sides of my house as it would have taken too many bricks or pavers to not cost an arm and a leg. The only thing I'd say about the fescue is that it requires more frequent watering during the summer heat. If that isn't an issue, then I'd recommend the fescue as it will more than likely cost less than going with the pavers (sand base, pavers, sand on top, etc).
