It doesn't need to be. Here's the very first point on the Tennessee reciprocity site:

"Tennessee now recognizes a facially valid handgun permit, firearms permit, weapons permit, or a license issued by another state according to its terms, and will, therefore, authorize the holder of such out-of-state permit or license to carry a handgun only in the state of Tennessee."

Plus, the list that you're looking at there is the list of states that honor TENNESSEE permits.

If you want a list of states that honor Oklahoma, you need to do your research here in Oklahoma.

I disagree. The OK list is advisory only, and there are states that honor OK that are not on the OSBI advisory list, like West Virginia.
You can start at http://www.handgunlaw.us/ and then link to individual state sites, like http://www.wvago.gov/gunrecep.cfm.


States are generally good at telling you who they recognize, not so good at telling you who recognizes them.
