I prefer Golden Tiger. It's manufactured by Vympel in Russia. Most of the other stuff from Russia is made by either Tula or Barnaul. The Brown/Silver/Golden Bear stuff is from Barnaul. I believe most of the Monarch ammo is as well. Tula has recently been selling under their own brand name. They also used to make the stuff Wolf sold, may still be, not entirely sure.
