In the event of a general breakdown of order in Russia the strategic services would probably work with their Western counterparts to render the weapons inoperable until new PAL can be manufactured and installed, not an easy process. There was good cooperation after the fall of the Soviet Union.
After whatever semblance of order is restored and new PAL can be manufactured and installed it's whoever won, which is a pretty ugly thing to think about.
