Yes. As the chief executive, his authority to declassify or order the declassification of material is very, very broad.
It won’t change any votes but it might swing some undecideds I guess. IF there is any blockbuster info and IF any media picks up on it.
The speculation is that he did, but it's only speculation. People in the know are saying that his only reason for returning to the White House was to activate his team of Cal Tech engineers that he sent to Beauty School.
That's just scuttlebutt, though.
