I wish I had joined the 401 my company offers. 17 years in. But, its hard to look at taking a pay cut when you literally live paycheck to paycheck. Its only been in the last 2-4 years that things have gotten better. But for the first 10-13 years even 20 bucks a paycheck could mean I miss a meal at work or we don't pay one bill that month. I don't see myself retiring at 20 years (thankfully I do get a pension, so there is that) so I think I will sign up for it, especially now that my wife is employed so our income has increased.
