IIRC, mom is a single parent. So no dad. Mom works, too. And the "justice system" out there has let everyone down. Kid has been getting away with about everything, until this.

Not defending the parents but as a parent (and grand-parent and great grand-parent) I'm wise enough to know that as a child grows-up and starts to spend more time with their friends than with their parents, parental influence becomes less important (to them) and friends influences become more (to them).
Considering their age I would be more inclined to blame the people these kids hang out with than the parents, whom the kids probably seldom spent time with anymore.
