What's Wrong With This Primer?

I found my loupe and took a look at it.

The orange thing is actually a "spacer" between the priming compound and the anvil. It appears to be made out of a fabric. It looks woven. Gun cotton maybe? But the weave is extremely fine if it's actually a fabric. The primer in question doesn't have this "spacer".

Hi,

I'll bet it will fire just fine, but I wouldn't load it for something critical like SD ammo. It looks like the primer at 4 o'clock from that one has it, but it is a little more folded up and you can see the material behind it.
